Project Evaluation

1. Project evaluation system

a)  The evaluation uses evaluation criteria that will be published at www.jihovychod.cz;

b)  The assessment of the technical portion of a project over CZK 10 million of total costs shall be performed by an expert evaluator; projects over CZK 50 million of total costs by two expert evaluators;

c)  Evaluations use scores with a 100-point maximum.

 

2. What is evaluated

a)  The applicant's financial solvency and experience;

b)  The project's quality and feasibility;

c)  The project's necessity and sustainability;

d)  Management;

e)  Horizontal criteria (sustainable development, equal opportunities, information society development).

 

3. Project approval

a)  Before publishing a call for applications, the Board of the Regional Council approves a minimum score a project has to reach to be approved;

b)  The Board of the Regional Council approves the amount of financial resources distributed in a call;

c)  The employees of the Office of the Regional Council consult, collect and evaluate the projects in cooperation with expert evaluators;

d)  Expert evaluators are selected based on their experience in a given field (transport construction, building construction, financial analyses, etc.) All expert evaluators attend evaluation training at the Office of the Regional Council before a call for applications is published.

e)  At least two employees from the Office of the Regional Council perform the evaluation (the so-called four eyes principle);

f)   The Office of the Regional Council submits a list of evaluated projects arranged by scores to the Board of the Regional Council for approval.

g)  The Board of the Regional Council approves the best projects up to the published amount of allocation.
